China's rapid deployment of SO2 scrubbers

Abstract

Details are gradually emerging regarding China's extraordinary commitment to environmental technology that began in 2006. With the help of Chinese written references and some field verification, we tell here the story of the rapid deployment of sulfur dioxide scrubbers at coal power plants in 2006 and 2007. Scrubbers were installed in each of these years at plants with more than 100 000 megawatts of total generating capacity, overtaking the rate of construction of new coal power plants. Scrubber installation in each year equaled the entire scrubber capacity in the U.S. We also describe novel policies enacted by China in 2007 to increase the likelihood that installed scrubbers actually operate.
