Prediction of FIR absorption for liquid water with hot H2 Odipoles as the cause of the translational band

Abstract

The analytic theory of wideband (0-1000 cm-1 region) dielectric spectra is elaborated for liquid water; it is assumed that H2O molecules librate/rotate in a rectangular potential box with flat edges and the librational/translational absorption bands atca. 700 and 200 cm-1 are due to slow and fast reorienting particles, respectively.
