Electrochemically synthesized CeO2 nanopowders using the Ce2(CO3)3 precursor achieved a current efficiency of 99.47% and energy consumption of 5.77 kW h kg−1, eliminating chemical consumption and wastewater discharge. Subsequent thermal treatment (550–850 °C) enabled the control over particle size (16–46 nm) and redox-active Ce3+ content (15.69–29.53%) of the CeO2 nanopowders.
